B4E's overall goal is to support the customer in achieving and maintaining a unique leading role in its market
(as much as charging, rating and billing play a role) while reducing the billing related cost to a minimum level.

Last year, the Bulgarian government sold the majority 65 percent stake in the Bulgarian Telecommunication Company
(BTC) - with currently about 2.5 million customers the country's largest fixed-line telecom - to Viva Ventures
Holding GmbH, a Vienna-based unit of U.S. equity fund Advent International. In January, the minority package was
sold off at the Sofia stock exchange to a number of smaller investors.
Along with the privatization BTC has undergone strongest changes, e.g. with the digitization of the network.
Due to that and the increasing market requirements the billing process needed to be renovated as well.
Within just 15 weeks Capgemini and B4E could implement the truly convergent Charging, Rating, and Billing system
B-oo-levard® for all of BTCs fixed line customers for voice and Internet using
pulse-based communication, ISDN, and DSL.
In addition, tariff simulations have been conveyed by th Capgemini/B4E team during the implementation, in order
to support BTC in the approval process for BTCs new pricing schemas.

In an early stage of the B-oo-levard® product development CSC devoted significant staff to help
B4E in transfer especially accounting related concepts into Java software. On the other side, CSC could learn
this way a lot about this real-time rating and billing system which will result in execellent further co-operation when
implementing B-oo-levard®.
